Tender Brief Assam Skill Development Mission (ASDM) has released an EOI for empanelment of Training Providers to implement Short Term Skill Training (STT) under the PLSDTP programme in District Tamulpur
Tender Description This RFP seeks to empanel Training Providers to implement Short-Term Skill Training (STT) for NSQF-aligned job roles under the Placement Linked Skill Development Training Program (PLSDTP). The training will be for two sectors in the Tamulpur district:
Pre-Qualification Criteria

1. Scope of Work This RFP seeks to empanel Training Providers to implement Short-Term Skill Training (STT) for NSQF-aligned job roles under the Placement Linked Skill Development Training Program (PLSDTP). The training will be for two sectors in the Tamulpur district:
  1. Agriculture: Beekeeper (270 QP Hours, 25 target candidates)
  2. Agriculture: Mushroom Grower (390 QP Hours, 25 target candidates)
Key responsibilities for Training Providers include:
  1. Commencing work within 15 days of the target release in the ASDM MIS system.
  2. Employing qualified trainers who have passed the Training of Trainers (ToT) program and have a valid Trainer ID (TRID).
  3. Mobilizing candidates, conducting training, assessment, and certification, and post-certification tracking. All candidates must have a valid Aadhar card with proof of residence in Assam.
  4. Installing a biometric attendance system, IP-enabled CCTV cameras, and high-speed internet.
  5. Providing post-training support for self-employment, such as bank linkages.
  6. The training center must be active in the district and adhere to Sector Skill Council (SSC) norms with all necessary equipment and facilities.
  7. Subcontracting or franchising is not permitted for private Training Partners.
  8. The list of enrolled candidates must be certified by the district's Employment Officer.
2. Eligibility and Pro Qualification Criteria The RFP is open to NCVT/SCVT affiliated Government ITIs, Polytechnics, Government Training Institutions, Schools, Colleges, and private Training Providers (Pvt. Company/Limited Company/Firms/NGO/Society/Trust/LLP). The document also outlines a "Code of Integrity" which prohibits corrupt and fraudulent practices, including making false declarations or providing false information. To prevent conflicts of interest, only one unit from a holding company or closely related sister/subsidiary companies is allowed to submit a proposal.
3. Financial Criteria
  1. Total Training Cost: The total cost is ₹6,30,450.
  2. Performance Security: The selected bidder must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value. This is payable to "Mission Director Assam Skill Development Mission". Government institutions are exempt from this. The security deposit must be submitted within 14 days of the Letter of Acceptance (LOA).
4. Tender Fee and EMD
  1. Tender Processing Fee: A non-refundable fee of ₹500 must be submitted online.
  2. EMD/Bid Security: An EMD of ₹12,700 is required for private institutions and those in a Public-Private Partnership (PPP) mode. Government institutions are exempt from the EMD. The EMD of unsuccessful applicants will be refunded without interest after the empanelment process is complete.
5. Submission Guidelines
  1. Proposals must be submitted online through the e-procurement portal,
https://assamtenders.gov.in.
  1. Bidders must register and log in with a Digital Certificate.
  2. Technical bids, including the tender fee and EMD, are to be digitally uploaded.
  3. A hard copy of the Power of Attorney and a Non-Blacklisting document on non-Judicial E-stamp paper must be physically submitted to the office of the Mission Director before the last date of submission.
  4. All formats must be filled, signed, and submitted; otherwise, the bid will be summarily rejected.
6. Deadlines
  1. Tender Publishing Date: July 28, 2025, at 5:00 PM.
  2. Pre-Bid Queries Submission Date: On or before August 2, 2025, until 5:00 PM.
  3. Reply to Pre-Bid Clarifications: On or before August 11, 2025.
  4. Closing Date (Online Submission): August 19, 2025, until 5:00 PM.
  5. Opening Date (Technical Proposal): August 20, 2025, at 1:00 PM onwards.
