🎯 Objective
To conduct short-term skill development training in:
- Tailoring
- Aari
- Embroidery
…for women aged 18–35 in Zones 13 and 14 of Chennai, following Tamil Nadu Skill Development Corporation (TNSDC) Qualification Packs (QPs), as part of a ₹7.5 crore citywide initiative.
🧾 Eligibility Criteria for Training Providers
- Live empanelment with TNSDC
- Minimum experience in short-term skill development
- Not blacklisted by any Govt. department
- Provide:
- Required equipment (sewing machines, computers)
- Qualified trainers as per TNSDC standards
- ISO certification
- No subcontracting without written approval
- Minimum turnover of ₹2 Crore in training projects in any one of the last three financial years

👩🏫 Beneficiary Mobilization & Training Delivery
- Only women candidates (18–35) from specified zones
- Mobilized via Magalir Thittam / NULM with support from community organizers
- Training to be conducted only at GCC-assigned centers
📚 Curriculum, Language & Training Materials
- Must follow TNSDC-approved QP curriculum
- Training medium: Tamil
- Provide a Tamil manual for trainees
- Include technical and soft skills

🔧 Roles & Responsibilities
Training Provider:
- Provide infrastructure (sewing machines, computers)
- Arrange qualified Tamil-speaking trainers
- Maintain trainee forms, attendance, feedback, photos, and assessment records
- Handle logistics and safety compliance
GCC:
- Provide approvals and oversight
- Assist with beneficiary mobilization
- Conduct periodic inspections

🧾 Contract Terms Highlights
- Performance Security: 2% of quoted value (no interest)
- Termination: Either party can terminate with 15 days’ notice on breach
- Force Majeure: Recognized and accounted for (e.g. natural disaster, war, epidemic)
- Dispute Resolution: Arbitration as per Indian law; venue: Chennai
- IP Rights: GCC owns all reports; vendor retains rights to pre-existing IP
