📌 Scope of Work
- Provide skill development training in:
- Tailoring / Aari / Embroidery
- As per TNSDC guidelines (Tamil Nadu Skill Development Corporation)
- Conduct training for women aged 18–35 years
- Implement training as per standards of Common Cost Norms (CCN) or TNSDC
- Ensure infrastructure, trainers, equipment, and soft-skill integration
- Prepare training manuals, maintain trainee records, conduct assessments
- Submit detailed reports and documentation at end of training
- Training Period: 3 months + 1-month buffer
✅ Pre-Qualification & Eligibility Criteria
Institutional Criteria:
- Live empanelment with TNSDC
- Experience in skill development training
- Not blacklisted by any State/Central Government
- Required infrastructure and equipment
- ISO Certification preferred
- Proven track record with similar government projects (Tailoring, Beautician, Tally)
Trainer Qualification:
- Qualified trainers as per TNSDC norms
- Tamil language proficiency is mandatory
Financial:
- Minimum turnover of Rs. 2 Crore in any one of the last 3 financial years
- Submit auditor-certified turnover certificate
- No outstanding prosecution or blacklisting
💰 Financial Criteria
- Estimated Project Value: ₹24.21 Lakhs (incl. GST) per tender
- EMD: ₹25,000/- (Exempted for registered Tamil Nadu MSMEs)
- Performance Guarantee: 2% of the quoted value

- Organizational Competence: 35 marks
- Past Experience: 35 marks
- Training Capabilities: 30 marks
(Includes turnover, auditor statement, project experience, government work, etc.)
💸 Payment Terms
- 30%: On issuance of work order
- 40%: After 50% course completion
- 30%: After course completion & certification
- TDS applicable as per Income Tax provisions
📝 Contract Period & Terms
- Duration: 3 months (with 1-month extension buffer)
- Agreement Signing: Required post award
- No subcontracting unless pre-approved in writing
- Confidentiality & IPR: All reports will be GCC property; pre-existing IP remains with the agency
