📌 Objectives of the Project
  1. Ensure legal compliance with ABC Rules 2023 and the Prevention of Cruelty to Animals Act, 1960.
  2. Build capacity of professionals for effective and humane implementation of ABC programs.
  3. Reduce stray dog population and rabies cases through sterilization and vaccination.
  4. Promote community engagement and responsible street dog management.
  5. Improve quality and consistency in ABC operations.

🧾 Scope of Work
The selected AWO will be responsible for:
  1. Preparing training plans, schedules, and materials aligned with ABC Rules 2023.
  2. Conducting at least 3 training batches/year for:
    1. Veterinarians
    2. Para-veterinarians
    3. Programme Managers
  3. Providing hands-on training and practical demonstrations.
  4. Issuing training certificates upon successful evaluation.
  5. Submitting comprehensive training reports to LMC.

📄 Components of Training

  1. Dog Catching Techniques – Humane methods using prescribed tools.
  2. Pre-operative Preparation – Clinical assessments and vaccination.
  3. Surgical Sterilization – Standard protocols for both male and female dogs.
  4. Post-operative Care – Monitoring, infection control, and recovery.
  5. Record Keeping & Reporting – As per ABC Rules.
  6. Monitoring and Evaluation – Ongoing review and compliance.

Experience
Minimum 5 years in ABC program implementation
Project Count
At least 3 ABC programs covering 30,000+ dogs
ABC Centres
Operated at least 2 centres continuously for 3 years
Veterinary Staff
At least 2 qualified veterinarians with 5+ years experience
Training Experience
Conducted minimum 10 training programs; 5 for government agencies
Turnover
Minimum ₹1 crore average in last 3 years
No Blacklisting
Not debarred or prosecuted under animal welfare laws
Supporting Documents
Annual reports, experience certificates, training modules, 3rd party evaluation reports
