🔹 Scope of Work
- Development of turf and training infrastructure for multi-sport purposes, particularly football
- Construction and upgrade at two specified locations in Tigiria Block
🔹 Eligibility & Enrolment Requirements
- Must be a registered contractor with the Government of Odisha or equivalent class with MES/Railways/Central Government
- Must have online portal enrolment with valid Digital Signature Certificate (DSC) (Class II or III)
- Outside Odisha bidders can participate but must register within one month of bid acceptance
- Mandatory submission of:
- Registration Certificate
- PAN Card
- GSTIN certificate (or affidavit if not registered under GST)
- Income tax return
- Solvency certificate (for some bidders)
🔹 Bid Submission Format
- Online submission only
- Two-part bid:
- Technical Documents
- Price Bid (BoQ in MS Excel format)
🔹 Conditions & Penalties
- Bid validity: 90 days from tender opening
- L1 bidder not showing up for agreement will face blacklisting
- Additional performance security applicable if bid is:
- 5%-10% less: 50% of difference as APS
- 10% less: 150% of difference as APS
- Only one bid allowed per contractor
- False documentation may lead to blacklisting
- No claims for system issues, internet failure, or payment delays entertained
🔹 Special Clauses
- Engineer contractors claiming EMD exemption must submit an affidavit
- Handicapped and SC/ST contractors must produce original registration for preference
- No advance or postal delay-related claims will be accepted
- If bid is below 15% of estimated cost, APS must be furnished
