📘 Summary
KSIIDC invites proposals for setting up a Flight Training Organization (FTO) at Shivamogga Airport on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis for an initial period of 20 years, extendable by another 10 years. The selection will be based on the H1 (Highest Annual Lumpsum Concession Premium) quote model.
🔍 Scope of Work
The selected agency shall:
- Establish, develop, and operate an FTO as per DGCA guidelines.
- Provide aviation training services including flying hours, simulator training, classroom teaching, etc.
- Obtain all approvals including from DGCA, BCAS, IB, etc.
- Appoint qualified personnel, develop infrastructure (runway, hangars, classrooms), and handle administrative and operational responsibilities.
The agency must ensure a minimum of 2500 flying hours per aircraft per year.
✅ Eligibility Criteria
A. Technical Capacity
- Legal Entity: Must be a Company/LLP/Partnership/Proprietary concern registered in India.
- Must not be blacklisted or barred by any government agency.
- Should have completed at least one eligible aviation/aviation-related infrastructure project (educational/training/FTO/chartered flight operator) of minimum ₹10 Cr in the last 5 years.
B. Financial Criteria
- Net Worth: Minimum ₹50 Cr in any 2 of the last 3 financial years.
- Annual Turnover: Minimum ₹20 Cr in any 3 of the last 5 years (FY 2019–20 to FY 2023–24).
📄 Tender Fee and EMD
- Tender Processing Fee: As prescribed on e-Procurement portal (non-refundable).
- EMD: ₹50,000/- (payable via e-Procurement platform).
📋 Pre-Qualification and Evaluation
- Evaluation is based on a 100-mark technical score:
- Net Worth: Up to 20 marks
- Relevant Work Experience: Up to 50 marks
- Turnover: Up to 30 marks
- Minimum 70 marks required in Technical Evaluation to qualify for Financial Bid.
- Financial Bid: Based on highest quoted concession fee per flying hour, subject to a minimum of ₹800/hour per aircraft.

📬 Submission Guidelines
- All proposals must be submitted via the Karnataka e-Procurement Portal:

- Technical Proposal: Appendix-I forms.
- Financial Proposal: Appendix-II (to be uploaded only on the portal).
- Power of Attorney required for the signatory.
- Physical submission of the technical proposal may also be required post-selection for recordkeeping.
💼 Performance Security
- Must be submitted as a Bank Guarantee equal to 3 years’ total annual concession premium.
- Valid through the contract duration + 180 days.
