Scope of Work

The selected agency will be responsible for developing and operating a comprehensive digital e-registration platform for physical first aid training programmes conducted by Indian Red Cross Society and St. John Ambulance (India), Haryana State Branch.

The scope includes:

  1. Design and development of an online e-registration portal for first aid training programmes.
  2. Mobile and web-compatible platform for industries, schools, colleges, universities and other institutions.
  3. Integration of user registration, training workflow, assessment and digital certificate generation.
  4. Payment gateway integration for collection of course fees.
  5. Cloud hosting, data security, monitoring, backup and reporting.
  6. Support for Hindi and English language delivery, with scalability for additional languages.
  7. Aadhaar-based authentication, if required.
  8. Secure login and applicant verification mechanism.
  9. Upload and synchronization of course completion data.
  10. Support for physical training delivery through authorised Red Cross / St. John Ambulance trainers.
  11. Regular curriculum and content updates as per Red Cross and St. John Ambulance guidelines.
  12. Managed helpdesk, operations and service delivery support.
  13. Digital certificate generation stating successful completion of first aid training.
  14. Testing, pilot implementation and full deployment within the stipulated project timeline.

Pre-Qualification and Eligibility Criteria

Applicants must meet the minimum eligibility criteria to be considered for technical evaluation.

Legal Entity Criteria

The bidder must be a company, LLP, partnership firm or society registered under applicable Indian laws. The entity should have been operating for the last 5 years and must have valid PAN and GST registration with active status.

Financial Criteria

The agency must have an average annual turnover of at least ₹25 lakh for the last three financial years: 2022-23, 2023-24 and 2024-25. The agency must also have positive net worth.

Experience Criteria

The agency should have executed at least one project with any State Government, Central Government Department, PSU or NSDC in the area of skill development, training or manpower training.

Training Experience

The agency must have successfully trained at least 5,000 candidates in skill development, manpower training or education under any State Government, Educational Institution, PSU, NSDC or Central Government project/scheme.

Non-Blacklisting

The bidder must not be blacklisted or declared ineligible by any Central Government, State Government, UT, PSU or government organization as on the proposal submission date.

Technical Evaluation Criteria

Only bidders meeting the minimum eligibility criteria will be evaluated technically. The technical evaluation will be for 100 marks.

Bidders must secure at least 70 marks in technical evaluation to qualify for commercial evaluation.

Commercial Evaluation

The commercial bid must be submitted online in the prescribed BOQ format only. The bidder has to quote the cost per user including e-registration certificate in percentage terms, excluding GST.

The final selection will follow the QCBS method, with technical and commercial scores combined as follows:

Submission Guidelines

The proposal must be submitted online through the Haryana e-Procurement portal only. Offline submissions will not be accepted.

The proposal must be submitted in two covers:

  1. Technical Proposal – containing eligibility documents, technical details and supporting documents. No financial information should be included in the technical proposal.
  2. Commercial Proposal – containing only the price bid in the prescribed BOQ format.

Important submission instructions:

  1. All documents must be signed and stamped by the authorised signatory.
  2. The bidder must have Class III Digital Signature Certificate.
  3. The bidder must be registered on the Haryana e-Procurement portal.
  4. The BOQ format must not be modified or replaced.
  5. Late submissions will not be accepted by the portal.
  6. Proposal must remain valid for 180 days.
  7. Withdrawal or modification after submission deadline may lead to forfeiture of EMD.
  8. Pre-bid queries must be sent by email within the prescribed time.
