Scope of Work
The selected consulting agency will undertake a comprehensive, competency-based Training Needs Assessment and develop a structured capacity development and curriculum framework to support implementation of the ELEMENT Project.
The major scope includes:
- Preparing an inception report with methodology, sampling design, work plan, field schedule, responsibility matrix, and ethical/community engagement protocols.
- Conducting stakeholder and institutional mapping, including role-competency matrices.
- Reviewing and aligning the ELEMENT competency framework with Tripura’s institutional and community context.
- Designing TNA tools based on knowledge, skills, and attitude/behavioural assessment approaches.
- Conducting validation workshops for the TNA design.
- Carrying out field-level data collection using surveys, interviews, focus group discussions, observations, participatory tools, and competency assessment tools.
- Preparing institutional and functional capacity gap analysis reports.
- Developing a capacity development strategy and phased roadmap.
- Preparing training needs prioritization, training architecture, and role-wise learning pathways.
- Developing a competency-based curriculum framework, outline-level modules, and a five-year training calendar.
- Preparing final validation, process documentation, TNA toolkit, and good practices repository.

Similar Assignment Experience
|
The firm should have successfully completed at least one similar assignment such as Training Need Assessment, Skill Gap Study, or Capacity Building Assessment in forestry, natural resource management, or rural livelihood sector in India. The single assignment value should not be less than ₹20 lakh and should have been completed during FY 2020-25 as a sole consultant.

Eligibility Criteria
Eligible applicants should be legally established consulting firms or entities capable of delivering professional consulting services. The RFP is an open advertisement and does not have a pre-identified shortlist.
Key eligibility conditions include:
- The proposal must be submitted by a single consultant/firm.
- Joint Venture and sub-consultant participation are not allowed.
- Participation of sub-consultants, key experts, and non-key experts in more than one proposal is not permitted.
- The consultant must not be debarred or sanctioned under World Bank procurement rules.
- The consultant must avoid conflict of interest and disclose any actual or potential conflict.
- The proposal and all communication must be in English.
- A Statement of Undertaking against fraud and corruption is required.
Financial Criteria and Evaluation
The financial requirement specified in the RFP is minimum average annual turnover of ₹20 lakh for the last five financial years.

Submission Guidelines
Proposals must be submitted online through the Tripura e-procurement system. Consultants must upload both the technical and financial proposals in separate folders.
Important submission points:
- Online submission is mandatory.
- Consultants must be registered on the e-procurement portal.
- A valid Class II/III Digital Signature Certificate with signing and encryption is required.
- Technical and financial proposals must be uploaded separately.
- Individual file size should not exceed 10 MB.
- There is no limit on the number of files to be uploaded.
- Forms available online must be filled on the portal; other forms should be downloaded, completed, digitally signed, scanned, and uploaded.
- Proposals submitted after the deadline will not be accepted by the system.
- Proposal modifications are allowed before the deadline through the e-procurement portal.
- Re-submission is not allowed if the proposal is withdrawn.
