Scope of Work

The selected service provider will be responsible for conducting offline Safety and Emergency Response Training / Self-Defence Training in Dahod district. The training is expected to focus on Judo-Karate / self-defence skills for women candidates under the Suraksha Setu Society / Dahod Police initiative.

The scope includes:

  1. Conducting offline training at the buyer’s location in Dahod district.
  2. Training approximately 5,400 women candidates.
  3. Organising training across approximately 18 batches.
  4. Training around 300 candidates per batch.
  5. Conducting training for approximately 17 days per batch.
  6. Providing training of around 1 hour per day.
  7. Deploying suitable trainers with relevant sports / self-defence / martial arts qualifications.
  8. Ensuring compliance with the buyer’s additional terms and conditions.
  9. Coordinating with the reporting officer / consignee at SP Office Dahod.
  10. Maintaining training records and supporting documents as required by the buyer.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

  1. The bidder must have experience in similar safety, emergency response, self-defence, Judo-Karate, sports coaching or training-related services.
  2. Minimum past experience required is 3 years in same or similar services.
  3. The bidder must have provided similar services to Central Government, State Government organisations or PSUs, as applicable under GeM terms.
  4. The bidder must submit copies of relevant work orders, contracts or completion certificates.
  5. The organisation should have the capability and experience to conduct large-scale training activities.
  6. As per ATC, the organisation should preferably have recognised affiliation or credentials related to sports / Judo-Karate / self-defence training.
  7. Trainers should have relevant sports qualifications, training experience and fitness as required by the buyer.

Financial Criteria

The bidder must meet the financial eligibility criteria prescribed in the GeM bid document.

  1. Minimum average annual turnover required: ₹25 lakh for the last 3 financial years.
  2. Documentary proof must be submitted in the form of audited balance sheets or certificate from Chartered Accountant / Cost Accountant.
  3. For newly incorporated entities, average turnover for completed financial years after incorporation may be considered as per GeM terms.
  4. The estimated bid value is ₹7,02,000 inclusive of all taxes.
  5. ePBG / performance security requirement is 5% for 12 months.
  6. The uploaded ATC page also mentions turnover of ₹30 lakh in any one of the last three years; bidders should cross-check final applicability with the buyer / GeM portal before submission.

Past Experience Criteria

The bidder must have successfully executed similar services during the relevant period. As per the GeM experience criteria, bidders may be required to demonstrate completion of similar work as follows:

  1. Three similar completed services costing not less than 40% of the estimated cost; or
  2. Two similar completed services costing not less than 50% of the estimated cost; or
  3. One similar completed service costing not less than 80% of the estimated cost.

Relevant work orders, contracts, completion certificates and service proof should be uploaded with the bid.

Tender Fee and EMD

The GeM bid document specifies an EMD amount of ₹21,060. The advisory bank mentioned is HDFC Bank. EMD exemption is available only for eligible bidders as per GeM GTC, subject to submission of valid supporting documents.

The attached ATC page mentions a tender form fee of ₹15,000 through DD in favour of “Suraksha Setu Society, Dahod”.
