Scope of Work
The selected Project Implementation Agencies will be responsible for implementation of DDU-GKY 2.0 projects in Rajasthan. The broad scope includes:
- Mobilisation of eligible rural youth.
- Establishment and operation of Skill Development Centres.
- Delivery of domain and non-domain training as per DDU-GKY 2.0 norms.
- Assessment and certification of candidates.
- Placement of trained candidates in wage employment, self-employment or gig employment.
- Maintenance of records, MIS updates, biometric attendance, CCTV/IP camera access and project documentation.
- Compliance with DDU-GKY 2.0 Guidelines, SOPs and notifications issued by MoRD and RSLDC.
- Ensuring minimum social category targets:
- Scheduled Caste: 20%
- Scheduled Tribe: 14%
- Women: 33%
- Ensuring project completion within the stipulated timeline.
The first batch must commence on or before 31 October 2026, and no training activity, including On-the-Job Training, should extend beyond 31 December 2027.

Pre-Qualification Criteria
To apply for the project, the applicant agency should meet the following basic pre-qualification conditions:
- The agency must have a valid PRN generated through the Kaushal Rural Portal for DDU-GKY 2.0.
- Existing and new PIAs must apply through the MoRD IT platform only.
- The applicant must fall under one of the eligible PIA categories.
- The entity must be more than three years old at the time of application, except start-ups.
- NGOs must be registered on NITI Aayog’s Darpan Portal.
- The agency must comply with DDU-GKY 2.0 Guidelines, SOPs and all notifications issued by MoRD and RSLDC.
- No consortium is permitted under this EOI.
Eligibility Criteria
The following entities are eligible to apply:
- Entities registered under:
- Indian Trust Acts
- State Society Registration Act
- State Cooperative Societies Act
- Multi-State Cooperative Acts
- Companies Act, 2013
- Limited Liability Partnerships Act, 2008
- Self Help Groups and federations such as Cluster Level Federations or Block Level Federations
- Government or semi-government organisations at State or National level.
- NGOs registered with NITI Aayog Darpan Portal.
- Start-ups recognised by the competent authority, where applicable under Category D.
Non-Eligibility / Disqualification Conditions
The following agencies are not eligible to apply:
- Existing PIAs with recovery proceedings under DDU-GKY.
- Existing PIAs unable to place at least 50% of trained candidates under DDU-GKY 1.0.
- Agencies having key managerial personnel associated with defaulting PIAs.
- Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
- Agencies having directors involved in earlier defaulting DDU-GKY agencies.
- Agencies blacklisted by the Government.
- Consortium-based applicants.
Financial Criteria

Submission Guidelines
- PIAs must apply online through the Kaushal Rural Portal.
- Applicants must have a valid PRN allotted by MoRD.
- The initial screening fee of Rs. 29,500 including GST must be paid with the application.
- Agencies clearing initial screening will be informed by the Appraisal Agency to deposit Rs. 1,29,500 including GST for Quality Appraisal.
- The Declaration under Annexure-E and supporting documents must be submitted in hard copy within five days from the last date of EOI submission.
- All documents must be duly signed and sealed by the PIA.
- Incomplete or delayed submission may lead to disqualification.
- The Project Approval Committee of RSLDC will have final authority for approval, allocation of targets, districts and trades.

Training and Placement Conditions
DDU-GKY 2.0 requires a minimum training duration of 576 hours, including:
- Domain Training: 396 hours
- Non-Domain Training: 180 hours
The core outcome of the programme is placement. The EOI requires minimum 70% placement, which may include wage employment, self-employment or gig employment. Placement must be supported by verifiable proof such as bank statements showing salary, service charges or income.
Cross-sector placement is discouraged. If a candidate is placed in a sector different from the training sector, the remuneration should be at least 20% higher than the semi-skilled minimum wage or Rs. 10,000 per month, whichever is higher.
Preferences in Target Allocation
RSLDC may give preference or incentives to PIAs based on:
- Districts and trades linked to One District One Product.
- Preferential districts.
- Aspirational blocks.
- Emerging sectors and future skill courses.
- PwD-focused proposals, where applicable.
Emerging sectors include mobile manufacturing, electronics, pharmaceuticals, medical devices, automobiles, telecom, food products, textiles, solar PV modules, batteries, drones and drone components.
Future skill courses include electric vehicle maintenance, automotive IIoT, additive manufacturing, drone technician, drone operator and warehouse executive roles.
