🔷 Scope of Work
The selected bidder will act as a backend implementation partner for TCIL in the Teacher Learning Materials (TLM) Project in Uttarakhand.
Key Responsibilities:
  1. Supply of Teaching Learning Materials (TLM) Kits
  2. Installation, testing, and commissioning
  3. Training and deployment support
  4. Project execution aligned with end-client requirements
  5. Ensure compliance with quality and safety standards
  6. Provide warranty and post-implementation support
🔷 Eligibility Criteria
General Eligibility:
  1. Indian registered entity (Company / LLP / Partnership / Proprietorship / Govt. Society)
  2. Valid PAN & GST Registration
  3. Not blacklisted by any Govt./PSU
  4. Must comply with Make in India policy
Technical Eligibility:
  1. Experience in supplying TLM kits or similar educational materials
  2. Must have OEM authorization (MAF)
  3. Compliance with safety standards (non-toxic materials)
🔷 Financial Criteria
  1. Positive Net Worth (as of 31 March 2025)
  2. Profit Before Tax in at least 2 of last 3 years
  3. Average turnover requirement applicable
🔷 Experience Criteria
Bidder must meet any one of the following:
  1. 2 similar projects worth ≥ ₹2.62 Cr each
    OR
  2. 1 similar project worth ≥ ₹3.49 Cr

1.       Technical evaluation first
2.       Financial bids of qualified bidders only
3.       Selection based on Lowest Bid (L1)
4.       NPV-based evaluation may apply (if OPEX involved)

  1. Contract is back-to-back with end client
  2. Payment released only after client payment to TCIL
  3. Performance Security: 5% of contract value
  4. Warranty: 1 Year (post go-live)
