Scope of Work

The selected Training Partners will conduct short-term skill development training programmes for identified Manual Scavengers and their dependants. The training must be aligned with NSQF-approved job roles and should support sustainable rehabilitation through employment or self-employment.

Key scope elements include:

  1. Conducting training of up to 5 months duration in NSDC/SSC-approved job roles.
  2. Mobilizing identified and eligible Manual Scavengers/dependants.
  3. Providing infrastructure, equipment and ToT-certified trainers as per NSQF/SSC norms.
  4. Ensuring minimum 80% attendance of trainees.
  5. Conducting third-party assessment and certification.
  6. Ensuring minimum 70% placement, either wage employment or self-employment, within 3 months of training completion.
  7. Covering at least 40% women candidates wherever possible.
  8. Supporting linkage of trainees with NSKFDC loan schemes.
  9. Facilitating e-KYC for Ayushman Card generation for eligible beneficiaries.
Pre-Qualification Criteria
Applicants must first clear the initial filter/pre-qualification stage. A “No” answer against criteria 1 to 12 will disqualify the applicant, while a “Yes” answer against blacklisting, bankruptcy/insolvency or fraudulent practice criteria will also disqualify the applicant.
The applicant must be one of the following:
  1. Government Training Institute
  2. Registered NGO
  3. Training Institution
  4. Cooperative
  5. Duly registered private sector organization
  6. Partnership firm
  7. LLP

The organization must have completed the required incorporation/registration period as specified in the RFP and must submit valid registration documents. NGOs are required to be registered on the NGO Darpan Portal of NITI Aayog with a valid UID number.

Eligibility Criteria

The applicant must have experience in conducting skill development training for Manual Scavengers during the last three years, specifically FY 2023–24, FY 2024–25 and FY 2025–26, for a Government Department or Public Sector Undertaking. Documentary proof such as experience certificates, work completion certificates or sanction letters must be submitted.

The applicant must also have suitable skilled trainers and must submit trainer details and bio-data as per Annexure-3. The initial filter requires at least 3 experienced trainers to impart skill training.

Financial Criteria

The applicant’s average annual turnover during the last three financial years preceding FY 2025–26, namely FY 2022–23, FY 2023–24 and FY 2024–25, must be more than ₹25 lakh. The applicant must submit audited balance sheets and financial data certified by a Chartered Accountant with stamp, signature and membership number.

The applicant must also have a positive net worth consecutively for FY 2023–24 and FY 2024–25.

Technical Evaluation Criteria

Applicants who qualify the pre-qualification stage will be evaluated out of 100 marks. A minimum of 50 marks is required to qualify.

The highest-scoring applicants may be selected for empanelment based on NSKFDC’s requirement. Target allocation will be proportional to performance marks and subject to submission of eligible candidate lists within 15 days from empanelment.

Tender Fee and EMD Details

The Tender Fee is ₹1,000 including GST, and the Earnest Money Deposit is ₹5,000. Both are exempted for MSME applicants, subject to submission of the relevant exemption certificate. The fee and EMD must be submitted through Demand Draft drawn in favour of National Safai Karamcharis Finance and Development Corporation, payable at New Delhi.

Payment Terms

Payment for skill training will be released as per the latest MSDE Common Cost Norms and NSKFDC guidelines under the NAMASTE Scheme. Payment for Ayushman Card e-KYC facilitation will be made at ₹50 per successful e-KYC per candidate plus applicable GST, subject to submission of required beneficiary records and invoices.
