Required Items / Scope of Work

The scope of work includes the supply of testing materials and training support for end users at GP level under the Rural Drinking Water Supply and Sanitation Division, Chitradurga District.

The supplier must ensure that the goods conform to the technical specifications mentioned in the tender document. The instruments should be ISI certified, supported by NABL accredited laboratory certification, and supplied as per BOQ specifications.

Pre-Qualification / Eligibility Criteria

Bidders must comply with the tender terms and submit all required documents. Key qualification conditions include:

1. The bidder must have ISO and BIS licence obtained from the producer.
2. The bidder must submit satisfactory certificates or declaration forms from government, semi-government departments or institutes for 2022-23, 2023-24 and 2024-25.
3. The bidder must submit audit reports for 2022-23, 2023-24 and 2024-25.
4. The distributor or supplier must have experience in supplying materials to government or semi-government departments / institutes in the last three years.
5. The bidder must have a valid firm licence.
6. The bidder must submit Income Tax Returns for the last three financial years.
7. The bidder must have a GST certificate.
8. The bidder / manufacturer must have ISO 9001:2015 certification.
9. The bidder should be associated with an NABL laboratory for testing purposes.
10. The bidder / manufacturer should have a vendor assessed report for FTK and bacteriological vials from QCI – Quality Council of India.
11. The bidder / manufacturer must submit samples: 1 quantity of FTK and 10 quantities of bacteriological vials within the prescribed timeline; non-submission may result in rejection.

Financial Criteria

The tender document requires bidders to submit turnover details for three years. The yearly turnover should be at least twice the ECV, and the turnover must be from the supply of FTK and H2S vials only.

Based on the ECV of around ₹9.98 lakh, the indicative minimum annual turnover requirement may be approximately ₹19.97 lakh per year, subject to final interpretation by the tendering authority.

Tender Fee and EMD Details

The tender states that it is the bidder’s responsibility to ensure that the Tender Processing Fee and EMD are credited to the respective e-Procurement bank accounts before the last date and time of bid submission.

Submission Guidelines

Bidders must submit their bids as per the tender document and upload all required technical documents. The tender follows a two-cover system, generally comprising:

1. Technical Bid – eligibility, qualification, statutory, financial and technical documents.
2. Financial Bid / Price Bid – item-wise rates including GST and all applicable taxes.

Samples must be submitted to the department within 27 May 2026, as per the eligibility condition mentioned in the portal data and tender document.
