Evaluation Method
The bids will be evaluated on the basis of Total Bid Price as per the price schedule format provided in Annexure-I.
GSTN will first evaluate pre-qualification compliance. Among technically/pre-qualified bidders, the bidder quoting the lowest total bid price will be declared L1. GSTN intends to issue the Purchase Order to the L1 bidder after evaluation.
GSTN’s decision regarding evaluation and selection will be final and binding.

Payment Terms
The payment will be released after completion of the training sessions and certification. The selected service provider/agency must obtain an acceptance certificate from GSTN’s Officer-in-Charge/SPOC.
Payment will be made through RTGS/NEFT/Cheque within 30 working days after receipt of the invoice and acceptance certificate, subject to compliance with order terms.
Penalty Clause
If training delivery is delayed beyond 10 days from the date of Purchase Order/Award, a penalty of 2% of the total order value per week or part thereof may be imposed.
The maximum penalty is capped at 10% of the total contract value. If the penalty exceeds 10%, GSTN reserves the right to cancel the Letter of Award/Contract. No penalty will apply where the delay is not attributable to the vendor.
