Scope of Work

The broad scope of work includes:

1. Upgradation of ITI infrastructure under the Hub and Spoke model.
2. Operation and maintenance of the selected ITIs in the Kashmir Cluster.
3. Development and management of the cluster through an SPV.
4. Preparation and implementation of a Strategic Investment Plan.
5. Introduction of industry-aligned courses, curriculum, pedagogy and training delivery systems.
6. Trainer management, capacity building and deployment of industry experts.
7. Strengthening employment outcomes, apprenticeships, placements and industry linkages.
8. Ensuring long-term sustainability through revenue generation models such as fee-based courses, production centres and industry partnerships.

Hub ITI: Government ITI Srinagar

Spoke ITIs:

1. Government ITI Ganderbal
2. Government Women ITI Kangan
3. Government ITI Budgam
4. Government ITI Charar-i-Sharief

Estimated Project Cost

The estimated cost of the project is ₹241 Crore.

Pre-Qualification Criteria

The bidder must satisfy the minimum eligibility conditions prescribed in the RFP. Key pre-qualification requirements include:

1. The bidder must be a single eligible entity. Consortium bidding is not permitted.
2. Eligible entities may include a company, registered society, public religious or charitable trust, or an entity established under an Act of Parliament or State Legislature.
3. The bidder must not have a conflict of interest affecting the bidding process.
4. The bidder should not be barred by the Central Government, State Government or any government-controlled entity from participating in public projects.
5. The bidder and its associates should not have failed to perform contracts in the last three years, subject to the conditions mentioned in the RFP.
6. The selected bidder must form a Section 8 Company / SPV to execute the License Agreement and implement the cluster.

Technical Eligibility Criteria

The bidder must have at least 500 employees on its payroll as on the Bid Due Date.

Financial Eligibility Criteria

The bidder must meet the following financial conditions:

1. Net Worth: Positive net worth in the financial year immediately preceding the Bid Due Date.
2. Average Annual Turnover: Minimum average annual turnover of ₹200 Crore in the last three financial years preceding the Bid Due Date.
3. Audited balance sheets and profit & loss accounts for the preceding three years must be submitted.
4. Financial details must be supported by certificates from a Chartered Accountant or Statutory Auditor, wherever applicable.

Evaluation Method

The selection will be based on a Quality and Cost Based Selection (QCBS) method. The weightage is as follows:

The bidder with the highest aggregate score will generally be selected for award of the cluster.

Tender Fee and EMD Details

Note: The RFP contains a difference in refund timelines for Bid Security in different clauses. One clause mentions refund no later than 180 days from the Bid Due Date, while another mentions 120 days. Bidders should verify the applicable timeline through the official tender portal or a corrigendum.

Submission Guidelines

Bids must be submitted through the official e-tender portal https://jktenders.gov.in/. Bidders must register on the portal and obtain the required login credentials to participate.

The bid submission will include both:

1. Online submission of scanned/digital copies of the Technical Bid, Financial Bid and supporting documents; and
2. Offline submission of original enclosures in a sealed envelope before the Bid Due Date.

The bid must be digitally signed by the authorised signatory. Scanned documents should be clear, legible and uploaded in the required format. Bids submitted through special messenger, fax, telex, telegram, email or any method other than the specified e-platform will not be entertained.

Document Checklist

Bidders should prepare and submit the following documents as per the RFP:

1. Technical Bid in the prescribed format.
2. Financial Bid in the prescribed format.
3. Bid Security / EMD in the prescribed format.
4. Demand Draft for Tender / Document Fee.
5. Power of Attorney for signing the Bid.
6. Strategic Investment Plan as per Appendix-VI.
7. Documents of incorporation / registration.
8. Memorandum and Articles of Association, if applicable.
9. Partnership deed / trust deed / society registration documents, if applicable.
10. Audited balance sheets and profit & loss accounts for the last three financial years.
11. Chartered Accountant / Statutory Auditor certificate for turnover and net worth.
12. Proof of employee strength showing minimum 500 employees on payroll.
13. Particulars of the bidder as per the prescribed annexure.
14. Financial capacity details as per the prescribed annexure.
15. Statement of legal capacity.
16. Self-declaration / affidavit regarding absence of conflict of interest.
17. Undertaking regarding eligibility and non-disqualification.
18. Supporting documents for industry engagement, HR plan, employment outcomes and sustainability plan.
19. Any additional documents required under corrigendum / addendum issued on the e-tender portal.
20. Original hard-copy enclosures in a sealed envelope, as required under the RFP.
