Scope of Work

The selected consultancy agency will support SIDHKOFED through a professional PMU across the following major work areas:

1. Strategic Planning, Programme Management and Governance

The agency will develop a five-year strategic and business plan, including commodity-wise scaling projections, operational planning, financial feasibility scenarios, annual business plans, KPI-based monitoring systems and periodic review reports.

2. Organizational Development and Cooperative Strengthening

The PMU will design standardized governance systems, operational workflows, documentation formats, reporting formats, membership management systems and capacity-building programmes for MPCSs and District Unions.

3. Production, Cluster Development and Procurement

The agency will identify and map commodity clusters for agriculture and minor forest produce, prepare procurement plans, develop SOPs for procurement, grading, quality control, storage and logistics, and support linkages with agencies such as NCCF, NAFED, NCOL, NCEL, FCI and MOTA.

4. Infrastructure Development, Processing and Value Addition

The PMU will support PPP, lease and JV frameworks for processing and storage facilities, convergence with NABARD, NCDC and government schemes, quality testing systems, product development, packaging and regulatory compliance.

5. Trade, Marketing and Brand Development

The agency will help SIDHKOFED strengthen the “Prakriti JOHAR” brand, prepare marketing plans, engage institutional buyers, support B2B/B2C/e-commerce strategies, assess export opportunities and develop buyer communication systems.

6. Financial Inclusion and Credit Facilitation

The PMU will facilitate working capital access for SIDHKOFED, District Unions and MPCSs and coordinate with NABARD, NCDC, banks and other financial institutions.

7. Digital Systems, MIS and Data Management

The agency will design digital frameworks for procurement, inventory, sales and reporting. It will also support mobile/web-based applications, dashboards, field-level data capture, transaction recording and MIS systems.

8. Communication, Visibility and Stakeholder Engagement

The PMU will prepare communication strategies, manage media and social media engagement, produce reports, newsletters, success stories, audio-visual material and stakeholder communication content.

9. Monitoring, Evaluation and Knowledge Management

The selected agency will develop monitoring frameworks, conduct assessments, institutionalize feedback systems, document lessons learned and support phased transfer of PMU systems to SIDHKOFED staff.
