Tender Brief Empanelment of Skill Solution Partner (SSP)/Skill Development Partner (SDP), Kaushalam

Pre-Qualification Criteria

 📌 Objective:

BSNL invites Expression of Interest (EOI) for empanelment of partners (on a non-exclusive basis) to collaborate in Skill Development Programs including:
  1. Mobilization
  2. Training
  3. Assessment
  4. Placement Assistance
📌 TWO MODELS of EMPANELMENT:
Model I: Skill Solution Partner (SSP)
  1. BSNL provides infrastructure, trainers, course material.
  2. SSP handles mobilization, placement assistance, project acquisition.
  3. Revenue share: BSNL: 70%, SSP: 30% (on net revenue received post tax).
Model II: Skill Development Partner (SDP)
  1. Partner handles end-to-end project: mobilization, training, placement.
  2. BSNL supports with brand name, space, billing.
  3. Revenue share: BSNL: 30%, SDP: 70%
📌 Zone-Wise Operation Allowed:
  1. SSP/SDP can apply as National or Zonal partner
  2. Zonal coverage: North, West, South, East Zones

✅ MSEs/Startups are exempted from form fee (₹2,100 + GST), but no exemption in turnover or PBG.
📌 Important Roles & Responsibilities:
  • Business development with Central/State agencies
  • No direct payment collection by SSP/SDP from clients/beneficiaries
  • Maintain 24×7 helpdesk
  • Conduct quarterly evaluations & submit performance reports

🔺 Failure to meet targets may result in termination and PBG forfeiture.
📌 Revenue & Payment Conditions:
  1. Payments to SSP/SDP only after customer payment received
  2. All statutory deductions and penalties apply
  3. Revenue share calculated after GST and taxes
  4. Strict penalties for delay or non-performance
