Project Overview and Scope of Work

The Himachal Pradesh Crop Diversification Promotion Project (HPCDP) Phase-II, funded by JICA-ODA, aims to empower the youth of Himachal Pradesh through agricultural skill development and international exposure. The project seeks to empanel Sending Organizations (SO) to facilitate the Technical Intern Training Programme (TITP) and Specified Skilled Worker (SSW) programs in Japan.

Detailed Scope of Work:

1. Training & Placement: Candidates must be trained in the Japanese language, culture, and business ethics, followed by guaranteed placement in Japan.
2. Bilateral Agreements: Concluding agreements with Japanese supervising or implementing organizations for intern acceptance.
3. Logistics Support: Assisting trainees with travel arrangements, including passports and visas.
4. Monitoring & Support: Providing handholding support through registered offices or representatives in Japan for the first six months of placement.
5. Target: Approximately 150 candidates are to be trained in batches of 10-15.

Eligibility and Qualification Criteria

1. Legal & General Eligibility

1. Entity Type: Open to Companies, Partnership firms, LLPs, Societies, and Trusts. Proprietorship firms are strictly excluded.
2. Empanelment: Must be an empaneled SO registered with the Ministry of External Affairs (MEA), Government of India.
3. Verification: Must be verified by the Organization for Technical Intern Training (OTIT) as defined by JITCO.
4. Compliance: Must not be blacklisted and must be registered for Income Tax (PAN) and GST.

1. Annual Turnover: Minimum average annual turnover of INR 2,00,00,000 (Two Crores) over the last three financial years (2022-23, 2023-24, and 2024-25).
2. Net Worth: Must maintain a positive net worth in each of the three aforementioned financial years.

1. Track Record: Proven experience in skill development, Japanese language training, and international placements.
2. Longevity: At least 03 years of successfully placing candidates in international positions.
3. Program Specifics: Prior experience specifically under TITP and SSW programs is mandatory.

Cover-I (Eligibility & Technical):

1.  Proof of Tender Fee (INR 10,000) and EMD (INR 5,00,000) payment.
2. Legal constitution documents (Company Registration, etc.).
3. CA-certified balance sheets and turnover certificates.
4. MEA registration and OTIT verification proof.
5. Affidavit (Rs. 100 Stamp Paper) regarding non-blacklisting.
6. Ann exure-I and Formats I to VI (duly filled).
