Scope of Work
Empanelled Training Providers (TPs) will be responsible for implementing NSQF-aligned short-term skill development programs in the Green Jobs and Hydrocarbon sectors across Maharashtra. The scope includes:
  1. Establishment and operation of training centres in Maharashtra
  2. Mobilisation, counselling, and Aadhaar-based registration of candidates
  3. Delivery of classroom and practical training as per approved curriculum
  4. Assessment and certification through authorised agencies
  5. Placement support with a minimum 75% placement requirement
  6. Post-placement tracking for at least six months
  7. Compliance with PMKUVA / Convergence Scheme guidelines and MSSDS MIS systems
A total of 800 candidates are proposed to be trained, assessed, certified, and placed by 31 March 2026.
Pre-Qualification Criteria (for Non-Exempt Applicants)
Applicants must meet the following minimum requirements:
  1. Legally registered entity (Company / LLP / Partnership / Society / Trust)
  2. Minimum 5 years of existence
  3. Positive net worth as on 31 March 2025
  4. Minimum ₹1 crore annual turnover from skill development activities in each of the last three financial years (FY 2022-23, 2023-24, 2024-25)
  5. No financial losses during the above period
  6. Skill development included in organisational objectives
  7. Accreditation/empanelment with NSDC / MSBSVET / MSSDS
  8. Operational presence and registered office in Maharashtra for at least 5 years
  9. Minimum 500 candidates trained in the last 5 years
  10. Minimum 75% placement rate
  11. Not blacklisted by any Government / PSU
Certain Government, Semi-Government, and approved academic institutions are exempted from select pre-qualification conditions, as detailed in the EoI.
Eligibility Criteria (General)
  1. Single-entity bidding only (no consortium or franchise model)
  2. One bid per legal entity (common ownership bids will be rejected)
  3. Mandatory registration on the Maharashtra e-Tender portal
  4. Compliance with all MSSDS, SEEID, and scheme-specific guidelines
Financial Criteria
  1. Turnover thresholds as per evaluation matrix
  2. Financial documents must be CA-certified with UDIN
  3. Performance Bank Guarantee (PBG): 3% of work order value, valid for contract period + 180 days
Tender Fee & Earnest Money Deposit (EMD)
  1. Tender Document Fee: ₹20,000 (non-refundable)
  2. EMD: ₹2,00,000 (refundable, non-interest bearing)
  3. Payment mode: Online only (Net Banking) via Maharashtra e-Tender portal
Startup Relaxation
DPIIT-recognised Startups are eligible for:
  1. Exemption from minimum turnover requirement
  2. Exemption from EMD
(Valid DPIIT certificate mandatory)
Submission Guidelines
  1. Single-bid system (Technical Bid only)
  2. Online submission through Maharashtra e-Tender portal
  3. All annexures (Annexure 1–13) must be filled and uploaded
  4. Documents must be signed, sealed, page-numbered, and uploaded in sequence
  5. Bid validity: 90 days from closing date
