1. The tender covers multiple civil construction and infrastructure development works, including but not limited to:
2. Construction of borewells, public toilets (Ladies & Gents), cow catcher sheds
3. Renovation, modernization, and beautification of FIAC, AAE, ADO, and CDAO offices
4. Furnishing and modernization of training halls and conference halls
5. Renovation and modernization of soil testing laboratories
6. Development of external façade, boundary walls, landscaping, and main gates
7. Electrical works including transformer and 3-phase power connection
8. Construction and furnishing of additional floors in FIAC buildings
9. Works are time-bound and spread across Kandhamal and Boudh districts.

1. Bidders must be registered Class Contractors with:
   1. State Government of Odisha, or
   2. Equivalent class contractors registered with Central Government / CPWD / MES / Railways
2. Must have valid experience in similar civil works Bidders whose contracts were rescinded or abandoned in the last 5 years are not eligible

3. Valid GST Registration & Clearance Certificate
4. Affidavit regarding non-blacklisting / no abandonment of work
5. No-Relationship Certificate with departmental officers
6. Eligibility to participate in online e-procurement with valid DSC (Class II / III)

1. Bids are invited on Percentage Rate Basis
2. Estimated cost varies work-wise (as specified in the tender document)
3. Abnormally Low Bids (≥15% below estimated cost) require justification
4. Additional Performance Security applicable for bids quoted ≥10% below estimated cost
