Scope of Work
The selected Training Provider (Project Implementing Agency) will be responsible for implementing community-based skill training programs for unemployed minority youth (male and female) in Karnataka under the Community Based Training Scheme.
Key responsibilities include:
- Mobilization and enrolment of eligible minority candidates
- Conducting skill training for approved job roles:
- Guest Service Associate (Food & Beverage)
- Solar PV Installer (Electrical)
- Providing course material aligned with curriculum
- Conducting assessments through empanelled assessment agencies
- Certification of successful candidates
- Ensuring minimum 70% placement with valid offer letters
- Maintaining biometric attendance and complete documentation
- Organizing at least one job fair (as per eligibility requirements)
Pre-Qualification / Technical Eligibility Criteria (Mandatory)
- Bidders must meet all mandatory conditions, failing which the bid will be rejected:
- Registered office located in Karnataka
- Valid PAN and GST (Form 12A allowed for NGOs/Trusts)
- Entity type: Private Ltd. Company / NGO / Trust / Proprietorship / Partnership
- Minimum 3 months duration skill training experience in Karnataka for Government departments
- Minimum annual turnover of ₹125 lakhs from Government skill training projects in each of the last three financial years (FY 2022-23, 2023-24, 2024-25)
- Training of minimum 500 candidates under Government skill programs during the last three financial years
- At least 5 active training centres registered under Skill India / DDUGKY / Karnataka Skill Development Corporation
- Minimum 70% placement record for trained candidates
- Conducted at least one job fair in Karnataka during the last three years
- Own/rented/leased training centres in minimum 3 districts of Karnataka
- In-house developed course books aligned with curriculum
- Joint Ventures / Consortium not permitted
Financial Criteria
- Estimated Tender Value: ₹61.60 Lakhs
- Minimum Turnover Requirement:
- ₹125 Lakhs per year (each year) for FY 2022-23, 2023-24, 2024-25
- Audited financial statements and CA-certified turnover documents are mandatory
Tender Fee & EMD
- Earnest Money Deposit (EMD): ₹1,23,200/-

- Technical Score: 80%
- Financial Score: 20%
- Minimum 80 marks out of 100 required to qualify technically
- Only technically qualified bidders’ financial bids will be opened

- Incomplete bids or non-submission of mandatory documents will be rejected
- Physical submission of course books is required before technical bid opening
