The selected agency shall be responsible for planning, coordinating, and delivering hands-on skills training in identified Government schools across the state.

Key Responsibilities

1. Design and deliver one-time, physical hands-on skill training programs at school level
2. Conduct activity-based vocational training sessions aligned with student grade levels
3. Deploy qualified and experienced trainers
4. Coordinate with school authorities for scheduling and execution
5. Ensure safety, discipline, inclusivity, and student engagement
6. Submit post-training reports, including participation and outcomes

Training will cover multiple sectors, including:

1. Electronics & Hardware
2. Tourism & Hospitality
3. IT-ITeS
4. Agriculture
5. Beauty & Wellness
6. Apparel
7. Healthcare
8. Food Processing & Food Industry
9. Automotive
10. BFSI
11. Plumbing
12. Telecom

(Training to be implemented across all specified sectors as per EOI requirements.)

Implementation Period

1. Work to commence and complete within 45 days of issuance of Work Order
2. One-time physical training to be conducted in each allotted school
3. Quality and timelines are mandatory; penalties may apply for delays or poor performance 

Pre-Qualification & Eligibility Criteria

Organizational Eligibility

1. Indian registered entity (Company / Partnership / Proprietorship)
2. Minimum 3 years of existence as on EOI notification date
3. Valid GST, PAN, Trade License

Experience Requirements

1. At least 1 similar project in Government schools in Meghalaya in the last 3 financial years
2. Experience of training in minimum 200 Government schools in Meghalaya under a single work order
3. Experience of training minimum 2,500 students in Meghalaya under a single work order

Financial Criteria

1. Minimum average annual turnover of ₹2.5 Crore during last 3 financial years (FY 2022-23 to FY 2024-25), certified by a Chartered Accountant

Other Mandatory Conditions

1. Must have an operational office in Meghalaya
2. Must not be blacklisted by any Central or State Government entity
3. Consortium / Joint Venture bidding is not allowed 

Financial Provisions

1. Project funding through Ministry of Education, Government of India and Samagra Shiksha, Meghalaya
2. Payments will be released post submission of satisfactory implementation documents from concerned schools 

Tender Fee & Earnest Money Deposit (EMD)

1. EOI Fee: ₹10,000 (Non-refundable)
2. EMD: ₹10,00,000 (Rupees Ten Lakhs only)
3. Mode: Demand Draft in favour of
   “The State Project Director, SEMAM, Meghalaya”, payable at Shillong
4. No exemption applicable for any bidder category

Submission Guidelines

1. EOI to be submitted physically in sealed envelope
2. All documents must be self-attested
3. Incomplete, improperly sealed, or conditional bids may be rejected
4. Proposal validity: 180 days from bid submission date
5. Language: English
6. Currency: Indian Rupees (INR)

Selection & Evaluation Process

1. Technical evaluation based on experience, turnover, scale of work, and presentation
2. Maximum Technical Score: 100 Marks
3. Minimum qualifying score: 75 Marks
4. Qualified bidders may be empanelled and allotted work
5. Evaluation Committee reserves the right to allocate work to one or multiple agencies
