Scope of Work
The scope includes river training and channel cutting activities on River Kaloni aimed at flood mitigation and protection of Balipara area. The work involves earthwork, channel formation, bank protection measures, and deployment of approved machinery and technical manpower as per WRD norms .
Eligibility & Pre-Qualification Criteria
- Contractor Eligibility
- Registered contractors with Water Resources Department (WRD), Assam
- WRD registration must be valid up to 31 March 2026
- No subcontracting allowed
- Contractors involved in consultancy or supervision for the same work are not eligible
Technical Qualification
- Experience in similar civil works within the last 5 financial years
- Minimum technical staff:
- 1 Civil Engineering Degree holder
- 1 Civil Engineering Diploma holder
- Mandatory site visit verification report issued by the Executive Engineer
- Availability of prescribed machinery (Excavator, Tipper/Tractor, Roller, etc.)
Financial Qualification Criteria
- Annual Turnover:
- Turnover from civil works should not be less than the package value
- Highest turnover of any one of the last five years will be considered
- Work Experience:
- For works up to ₹5 crore:
- At least one completed civil work of minimum 50% of package value
- Bid Capacity Formula:
- Bidding Capacity = 2A – (B + C)
- Where A = Highest annual turnover (last 3 years)
- B = Ongoing commitments
- C = Value of existing tenders
Earnest Money Deposit (EMD) & Tender Fee
- EMD:
- 2% of package value
- 1% for SC/ST/OBC/MOBC/UGE/UDE bidders
- Tender Processing Fee:
- 0.02% of package value
- Mode of Payment: Online only

- Technical Bid and Financial Bid to be submitted online
- Hard copy of Technical Bid to be submitted as specified
- Financial Bid submission in offline mode will result in rejection
