1. Legally registered entity (Proprietorship / Partnership / Company / Corporate Body)
2. Minimum 5 years’ experience in manpower or office manpower outsourcing
3. At least 10 completed or ongoing manpower contracts
4. Minimum average annual turnover: ₹4 Crore (last 3 financial years)
5. Positive compliance record with no blacklisting or criminal cases
6. Mandatory registrations:
   1. GST
   2. EPF
   3. ESIC

1. Minimum Service Charges:
   1. Floor price fixed at 3.85% (as per GoI guidelines)
   2. Maximum cap: 7% (inclusive of transaction charges)
2. Quoted price must be:
   1. Percentage of service charges on total monthly payable amount to deployed staff
   2. Inclusive of PF, ESI, insurance, overheads (excluding GST & professional tax)

1. 10% of total service charges value
2. To be submitted within 15 working days of award
3. Valid up to 60 days beyond contract expiry
