Name of Work
Providing Light Motor Vehicle (LMV) driving training for girls and women belonging to the Scheduled Caste (SC) category in rural areas of Hingoli district under the Special Component Scheme (SCS) for the year 2025–26
Scope of Work
- Conduct LMV driving training for eligible SC women and girls across all project levels in Hingoli district
- Training to include:
- Learner’s License (LL) facilitation
- Practical driving training
- Assistance up to Permanent Driving License (DL)
- Training cost must be within ₹5,000 per trainee (rates above this limit are invalid)
- Institution must provide:
- Minimum 5 Light Motor Vehicles
- Qualified driving instructors (1 vehicle + 1 instructor per project level)
- Classrooms, training equipment, and supporting infrastructure
- Payment structure:
- 70% payment after submission of learner’s licenses
- 30% payment after submission of permanent driving licenses
- No advance payment; payment subject to fund availability
- Safety of trainees is entirely the responsibility of the training provider

Eligibility & Qualification Criteria
Institutional Eligibility
- Institution must be legally registered
- RTO registration of driving school is mandatory
- Course must be recognized by:
- Maharashtra Motor Vehicle Department /
- MSBVET / NSDC / Central or State Government authorities
- Institution must not be blacklisted by any Government or Semi-Government body
- Must have prior capacity to deliver district-level training
Technical & Operational Requirements
- Adequate vehicles, instructors, classrooms, and training infrastructure
- Ability to complete training within prescribed timelines under Central Motor Vehicle Rules
- Agreement execution on ₹500 stamp paper after selection
Financial Criteria
Earnest Money Deposit (EMD)
- ₹20,000/-
- Payable online only via Maharashtra e-Tender portal
- Refundable to unsuccessful bidders as per rules
Tender Fee
- ₹4,720/- (Non-refundable)
Security Deposit
- 2% of tender value
- 50% within 10 days of acceptance
- Balance recovered from running bills
Performance Security (if quoted below estimate)
- Additional Performance Security required for bids below estimated cost, calculated as per Maharashtra Government norms:
- Up to 10% below: 1%
- 10–15% below: 1% + excess %
- Beyond 15% below: enhanced percentage (as specified)
- To be submitted as DD/FDR

Important Notes
- Training rates exceeding ₹5,000 per trainee will be rejected
- GST applicable as per Government rules
