10. Pre-Qualification Criteria

1. Legally registered entity (Company/LLP/Partnership/Society/Trust)
2. Minimum 3 years of existence
3. Positive net worth as on 31 March 2025
4. Average annual turnover of ₹75 lakh from skill development activities during the last three financial years (FY 2022–23 to FY 2024–25)
5. Accreditation/association with NSDC / MSSDS / DDU-GKY (Funded or Non-Funded)
6. Minimum 500 candidates trained in the last 5 years
7. Minimum 75% placement/self-employment rate
8. Office presence in Maharashtra (or commitment to establish within 60 days)

1. Government and Semi-Government institutions (KVKs, ITIs, Polytechnics, Universities, etc.)
2. Corporate training institutions
3. Approved private ITIs, Polytechnics, Engineering Colleges, Universities
4. Startups recognised by DPIIT (Startup India) – eligible for relaxations

1. Tender Document Fee: ₹20,000 (non-refundable)
2. Earnest Money Deposit (EMD): ₹2,00,000 (refundable, non-interest bearing)

Exemption:

1. Performance Bank Guarantee (PBG): 3% of work order value
2. Valid for contract period + 180 days
3. To be submitted within stipulated time after work order issuance

1. Online submission only via MahaTenders portal
2. Single-stage Technical Bid
3. All annexures (1–14) to be duly filled and uploaded with supporting documents
4. EOI validity: 180 days
5. Conditional bids will be rejected
6. Class III Digital Signature Certificate (DSC) mandatory

1. Technical Evaluation (80 marks) + Presentation (20 marks)
2. Minimum 60/80 required to qualify for presentation
3. Minimum 70/100 required for due diligence
4. Final empanelment subject to field verification of centres and documents
5. Empanelment validity: 2 years (targets allocated annually based on performance)
