General Requirements:
- Must be registered under:
- Indian Trusts Act / Societies Act / Companies Act / LLP Act / Cooperatives / SHGs
- Registered on NITI Aayog Darpan Portal
- Minimum 3 years of existence (excl. startups)
- No consortium allowed
- Not blacklisted or under recovery/default action by MoRD
Categories of PIAs:
- Captive Employers
- Existing PIAs with >50% placement (under DDUGKY)
- New Skilling Agencies (no prior DDUGKY experience)
- Start-ups (recognized by DIPP, MoCI, GoI)
🛠️ Scope of Work:
- Mobilization, enrollment, training, certification, and placement of rural youth
- Mandatory 70% placement within 6 months of training
- Use of SMART-compliant centers and QP-NOS aligned content
- Regular data updates on Kaushal Portal
📍 State-Specific Priorities (Maharashtra):
- PIAs that closed DDUGKY projects successfully in Maharashtra
- PIAs that completed targets of ongoing projects
- PIAs with ongoing projects (not completed)
- PIAs with projects in other states (closed > completed > ongoing)
- Minimum operational capacity: 100 candidates
- Mandatory ESOP certification for staff (exam by SMU)
- Preference to projects for PWDs, minorities, and captive employers
💰 Fee Structure:
- Initial Screening Fee: ₹25,000 + GST (non-refundable)
- Quality Appraisal Fee: ₹1,25,000 + GST

Scope of Work
The EOI invites eligible Project Implementing Agencies (PIAs) for empanelment to implement DDUGKY 2.0, including:
- Skill training of rural poor youth as per DDUGKY 2.0 guidelines
- Placement-linked training programs
- Mobilisation, counselling, training, assessment, certification, and placement
- Compliance with MoRD and State-issued SOPs, guidelines, and portal-based processes
- Coordination with State-designated Technical Support Agencies (TSAs)
Empanelment is ongoing in nature and proposals may be considered based on State requirements and availability of targets.
Pre-Qualification / Eligibility Criteria
- Applicant must be eligible as a Project Implementing Agency (PIA) under DDUGKY guidelines
- Registration and compliance on MoRD Kaushal Rural Portal
- Prior experience in skill development, training, and placement-linked programs
- Adherence to DDUGKY 2.0 SOPs, guidelines, and notifications issued by MoRD and SMU
