PM Modi Launches ₹1.06 Lakh Crore Development Push in Rajasthan and Gujarat; Refinery, UDAN, Metro, Solar and Semiconductor Projects Take Centre Stage
Prime Minister Narendra Modi inaugurated and launched major projects worth around ₹1.06 lakh crore in Rajasthan and Gujarat, covering refinery, petrochemicals, aviation, metro, railways, roads, renewable energy and semiconductor manufacturing.

New Delhi, July 2026: Prime Minister Shri Narendra Modi’s visit to Rajasthan and Gujarat marked a major milestone in India’s infrastructure, energy, aviation, renewable power and semiconductor manufacturing roadmap. During the visit, the Prime Minister dedicated, inaugurated and laid the foundation stone for development projects worth around ₹1.06 lakh crore in Balotra, Rajasthan, while also inaugurating the CG Semi Outsourced Semiconductor Assembly and Test facility in Sanand, Gujarat.
The projects cover a wide range of sectors including petrochemicals, urban transport, civil aviation, railways, roads, renewable energy, power transmission and semiconductor manufacturing. According to the official PIB release shared earlier, the visit included key announcements such as India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra, the Modified UDAN Scheme in Jodhpur, the new Jodhpur Airport Terminal, Jaipur Metro Phase 2 and the CG Semi OSAT facility in Sanand.
India’s First Greenfield Integrated Refinery-Cum-Petrochemical Complex Dedicated at Pachpadra
One of the biggest highlights of the visit was the dedication of India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra in Balotra, Rajasthan. Developed as a joint venture between Hindustan Petroleum Corporation Limited and the Government of Rajasthan, the 9 MMTPA refinery-cum-petrochemical complex has been established with an investment of over ₹79,450 crore.
The complex integrates refining and petrochemical production and is expected to strengthen India’s energy security, promote petrochemical self-reliance and accelerate downstream industrial development in the region. The project is also expected to serve as an anchor industry for a future petrochemical and plastic park, supporting ancillary units, MSMEs and employment generation in Rajasthan.
Major Push to Aviation Through Modified UDAN Scheme and Jodhpur Airport Terminal
In Jodhpur, the Prime Minister inaugurated the new terminal building of Jodhpur Airport and launched the Modified UDAN Scheme, aimed at strengthening regional air connectivity and expanding aviation infrastructure across underserved regions. The scheme has an allocation of ₹28,840 crore over the next 10 years and includes the development of 100 aerodromes, 200 modern helipads, operations and maintenance support for regional airports and viability gap funding for airlines.
The new terminal building at Jodhpur Airport has been developed at a cost of ₹480 crore and is spread over more than 23,000 square metres. It is designed to handle up to 20 lakh passengers annually and includes modern passenger amenities, sustainability features and architectural elements inspired by Rajasthan’s heritage.
Jaipur Metro Phase 2 to Improve Urban Connectivity
The Prime Minister also laid the foundation stone for Phase 2 of the Jaipur Metro Rail Project, which is estimated to cost over ₹13,000 crore. The proposed 41-km north-south metro corridor will connect Prahladpura to Todi Mod through 36 stations, linking major industrial, residential and public service areas of Jaipur.
The corridor is expected to improve access to Sitapura Industrial Area, Vishwakarma Industrial Area, Jaipur Airport, Tonk Road, SMS Hospital, SMS Stadium, Ambabari and Vidyadhar Nagar. The project is likely to provide faster, safer and more convenient public transport for residents, workers and industrial commuters in the city.
Rail, Road and Renewable Energy Projects Strengthen Rajasthan’s Growth Corridor
Several rail and road infrastructure projects were also dedicated to the nation, including the Churu–Sadulpur and Churu–Ratangarh rail doubling projects, covering a total length of 104 km and developed at a cost of around ₹900 crore. These projects are expected to enhance rail capacity, improve passenger and freight movement and ease congestion in north-west Rajasthan.
The four-laning of NH-125A, Jodhpur Ring Road Section-2, from Karwar to Dangiyawas, was also inaugurated. Developed at a cost of around ₹740 crore, the project is expected to improve regional connectivity, road safety and transport efficiency around Jodhpur.
In renewable energy, the Prime Minister dedicated SJVN Limited’s 1,000 MW Bikaner Solar Energy Project, developed with an investment of around ₹5,500 crore, and NHPC’s 300 MW Karnisar Bikaner Solar Energy Plant. Both projects use domestically manufactured solar modules, supporting India’s renewable energy and domestic manufacturing goals.
54,000 Youth Receive Appointment Letters in Rajasthan
As part of the programme, the Prime Minister also handed over appointment letters to around 54,000 youth recruited across various departments of the Government of Rajasthan. These departments include Education, Energy, Home, Panchayati Raj, Transport, Higher Education, Skill Development, Planning, Agriculture, Information Technology and Administrative Reforms.
For the skill development and employment ecosystem, this is a significant development as it reflects the growing demand for trained manpower across public services, infrastructure, energy, technology and administrative sectors.
CG Semi OSAT Facility in Sanand Marks Semiconductor Manufacturing Milestone
In Gujarat, the Prime Minister inaugurated the CG Semi Outsourced Semiconductor Assembly and Test facility in Sanand, Ahmedabad. The facility is among the first approved projects under the India Semiconductor Mission and has been developed with an investment of over ₹7,500 crore.
Once fully ramped up, the facility is expected to have an annual production capacity of up to 5 billion semiconductor chips. It will provide semiconductor assembly and testing services, including wafer sorting, assembly, testing, package design, failure analysis, test programme development, product characterisation and logistics support.
The facility is expected to serve key sectors such as automotive, industrial technology, telecommunications, 5G, Internet of Things and AI-driven computing. This development strengthens India’s ambition to become a trusted and self-reliant semiconductor manufacturing destination.
