Delhi EV Policy 2.0: New Petrol Two-Wheeler Registrations to End from April 2028
New Delhi: Delhi is preparing for one of the most significant shifts in urban mobility as the government moves ahead with its new electric vehicle roadmap. Under the Delhi Electric Vehicles Policy, 2026, commonly referred to as EV Policy 2.0, only electric two-wheelers will be permitted for new registration in the National Capital Territory of Delhi from April 1, 2028. The policy was approved by the Delhi Council of Ministers on June 29, 2026, notified on June 30, 2026, and made effective from July 1, 2026.
The decision means that buyers planning to purchase a new scooter or motorcycle in Delhi after the deadline will need to choose an electric model instead of a petrol-powered two-wheeler. The policy provision applies to new registrations; it is not framed as an immediate removal of existing petrol two-wheelers already on the road.
According to the policy document, Delhi has placed the two-wheeler segment at the centre of its clean mobility transition because two-wheelers account for approximately 67% of the total vehicle stock in the city. The policy also notes that vehicular emissions have been identified as a major contributor to Delhi’s winter air pollution, making faster electrification an important part of the capital’s pollution-control strategy.
The new policy is not limited to two-wheelers. From January 1, 2027, only electric three-wheelers and electric N1 goods carriers will be allowed for new registration in Delhi. The government has also set electrification targets for school buses and indicated that future mandates may be introduced for four-wheelers as well.
To encourage adoption, the policy provides purchase incentives for eligible electric two-wheelers with an ex-showroom price not exceeding ₹2.25 lakh. The incentive is ₹10,000 per kWh up to ₹30,000 in the first year, ₹6,600 per kWh up to ₹20,000 in the second year, and ₹3,300 per kWh up to ₹10,000 in the third year from the date of notification. These benefits apply to both plug-in and battery-swapping electric two-wheeler models.
The policy also includes a scrapping incentive of ₹10,000 for the purchase of a new electric two-wheeler, subject to conditions, when a Delhi-registered BS-IV or older two-wheeler is scrapped through an authorised facility. This is aimed at encouraging citizens to replace older, more polluting vehicles with cleaner alternatives.
While the move has been welcomed by clean-mobility supporters, it has also raised concerns among sections of the automobile industry. Industry bodies, including SIAM, had earlier urged the government to reconsider the proposed restriction, arguing that modern BS-VI two-wheelers emit lower particulate matter and that the transition should consider practical feasibility, consumer choice, and market readiness.
The success of Delhi’s EV transition will depend heavily on real-world implementation. A strong charging network, affordable EV models, reliable batteries, service and repair infrastructure, battery recycling systems, and consumer awareness will be essential for smooth adoption. The policy itself highlights the need for scalable charging infrastructure, battery recycling, servicing, component recovery, and a supportive EV ecosystem.
Delhi’s EV Policy 2.0 sends a clear signal that the capital wants to move toward cleaner, quieter, and more sustainable transport. For daily commuters, manufacturers, dealers, delivery platforms, and service providers, the next two years will be crucial for preparing for a mobility market where electric two-wheelers become the default choice for new registrations.
