UGC Identifies 32 Fake Universities in India: Delhi Has the Highest Number; Students Warned Against Misleading Placement and Degree Claims

New Delhi: The University Grants Commission (UGC) has identified 32 self-styled and fake universities/institutions across 12 states and Union Territories, according to the Commission’s February 2026 state-wise list. Delhi accounts for 12 of the 32 institutions, making it the location with the highest number of institutions on the list.

The development comes at a time when thousands of students are evaluating universities, degree programmes, online courses and distance-learning options. The UGC and the Ministry of Education have repeatedly cautioned students and parents to verify an institution’s legal recognition and the validity of the programme before paying admission or course fees.

The issue is particularly important because misleading education marketing can include claims about recognition, affiliations, degrees, placements, salary packages and online or distance-learning programmes. Students are therefore being advised to rely on official regulatory records rather than promotional claims.

UGC's February 2026 List Includes 32 Institutions

The UGC's official website states that its List of Fake Universities is as of February 2026. The list contains 32 institutions spread across Andhra Pradesh, Arunachal Pradesh, Delhi, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Puducherry, Rajasthan, Uttar Pradesh and West Bengal.

According to the Ministry of Education's response in Rajya Sabha, the UGC has identified 32 fake universities/institutions and State Governments have been requested to verify their functioning and take stringent action against such self-styled institutions. The government also stated that FIRs have been lodged against several such institutions and that show-cause and warning notices have been issued to unauthorised institutes awarding invalid degrees.

Delhi Has the Highest Concentration

Delhi stands out in the UGC's February 2026 list, with 12 institutions, or more than one-third of the national total of 32. The institutions listed under Delhi include entities using names associated with management, engineering, vocational education, public health, international organisations, juridical education and open education.

The use of names that may sound similar to government bodies, international organisations or recognised universities makes verification particularly important for prospective students.

Government Says Action Is Being Taken

In a Rajya Sabha answer dated 18 March 2026, Minister of State for Education Dr. Sukanta Majumdar said the UGC issues public notices through its website and social media to caution students, parents and other stakeholders about self-styled institutions and fake universities.

The Ministry said State Governments have been asked to investigate such institutions and take appropriate action. It also stated that the Central Government and UGC have requested Chief Secretaries of States and Union Territories to act against institutions that misrepresent themselves as universities, award degrees without authority or misuse the word "University."

The government further reported that 12 fake universities have been closed since 2014, while FIRs and warning/show-cause notices have been issued against several unauthorised institutions.

Why “100% Placement” and Salary Claims Need Careful Verification

The concern extends beyond the existence of fake universities. Students are increasingly exposed to education advertisements highlighting employment outcomes, salary packages, foreign collaborations, institutional affiliations and online programmes.

A claim such as “100% placement”, “guaranteed job” or a very high salary package should not be accepted at face value. Students should ask for verifiable information such as:

1. The academic year and graduating batch covered by the placement figure.
2. The total number of eligible students and the number actually placed.
3. Whether the figure represents the entire batch or only students who participated in placements.
4. The median and average salary, rather than only the highest package.
5. Names of recruiting companies and the nature of employment offered.
6. Whether the claimed recruiters actually hired students from the programme.
7. Whether placement figures are independently audited or supported by documentary evidence.
8. Whether “placement assistance” is being presented as a “placement guarantee.”

The distinction is important: career assistance is not the same as a guaranteed job, and a headline salary package does not represent what every graduate will earn.

Online and Distance Education Also Requires Verification

The growth of online and Open and Distance Learning (ODL) education has made higher education more accessible, but it has also increased the importance of checking whether a particular institution and programme are authorised for the mode of delivery being advertised.

Students should verify:

1. Whether the university itself is legally recognised.
2. Whether the specific programme is authorised for online or ODL delivery.
3. Whether the academic session is covered by the relevant recognition/entitlement.
4. Whether the admission portal and programme information correspond to the recognised institution.
5. Whether any third-party EdTech company is merely providing technology/services or is actually authorised to offer the degree.

The existence of a partnership with an EdTech company, training provider or foreign organisation does not by itself establish that the partner can award a recognised university degree.

UGC's Official Database Should Be the First Verification Point

The UGC maintains an online section specifically for Fake Universities and HEIs Violating Regulations. Its student resources also provide a dedicated “Fake Universities Alerts” facility.

For students planning admissions in 2026, the message is straightforward: do not select a university solely because of a “100% placement”, “high salary”, “international tie-up” or “government-approved” claim. Verify first, pay later.

A recognised degree is an important foundation for higher education, employment, government recruitment and further academic progression. Students should therefore verify the institution, programme, mode of delivery and placement information through official sources before making a financial or academic commitment.
