Position Details
Post: Chief Executive Officer (CEO)
Location: New Delhi / NCR
Age Limit: Not more than 62 years as on the last date of application submission
Contract Period:
The appointment will be initially for three years, which may be extended for an additional two years, subject to performance and organizational requirements. The maximum age limit during the tenure cannot exceed 65 years.
Remuneration:
The selected candidate will receive a lumpsum remuneration of ₹3.25 lakh per month, inclusive of all benefits. The remuneration may be negotiable in case of exceptional candidates.
Educational Qualifications and Experience
Applicants must possess:
  1. Graduate Engineering degree or MBA from a recognized university or institute
  2. Strong academic background
  3. Minimum 25 years of professional experience
  4. At least 5 years in a senior leadership role in the Hydrocarbon, Petrochemical, or allied industries
Preference will be given to candidates with experience in:

  2. Skill Development and Training
  3. Capacity Building Programs
  4. Industry workforce planning and management

  1. Lead the organisation in building a robust demand-supply ecosystem for skilled manpower in the hydrocarbon sector
  2. Develop and implement short, medium, and long-term skill development strategies
  3. Align skill initiatives with industry requirements and future workforce needs
Skill Development and Training Framework
  1. Establish Quality Assurance Systems for:
    1. Qualification Packs (QPs)
    2. National Occupational Standards (NOS)
    3. Training Curriculum
    4. Assessment and Certification
  2. Promote accreditation and certification of training programs by national and international bodies
Industry and Government Coordination
The CEO will coordinate with multiple stakeholders including:
  1. Ministry of Petroleum and Natural Gas
  2. Ministry of Skill Development and Entrepreneurship
  3. National Skill Development Corporation
  4. National Council for Vocational Education and Training
  5. Oil sector PSUs and Skill Development Institutes
  6. Vocational training organisations and industry partners
Institutional Development
The CEO will also oversee:
  1. Establishment and strengthening of the HSSC secretariat
  2. Development of skill development plans and skill inventory for the sector
  3. Mobilisation and utilisation of funds from government, industry, and international agencies
  4. Recruitment and mentoring of HSSC staff
Governance Responsibilities
  1. Serve as the Convenor of the General Body and Governing Council
  2. Ensure compliance with statutory and regulatory requirements
  3. Prepare and present the annual budget and operational plans
  4. Organize meetings of the General Body, Governing Council, and sub-committees
