🎯 Scope of Work
CEL invites bids for the appointment of a suitably qualified and experienced Program Management and Facility Management Company for Recognition of Prior Learning (RPL) and Bridge Training of Construction Workers in a North Indian state.
Key Scope Components:
A. Program Management
  1. Selection and onboarding of Training Partners
  2. Coordination with Awarding Bodies, State Welfare Boards, and CEL
  3. Compliance with NCVET and AB guidelines
  4. Documentation, audit trails, and record maintenance (minimum 10 years)
  5. Fund tracking, utilization records, and FUC submissions
  6. Monitoring frameworks covering mobilization, enrollment, training, assessment, and certification
B. Facility & Technology Management
  1. Deployment of a comprehensive digital platform for:
    1. Candidate lifecycle tracking
    2. Training delivery and assessment monitoring
    3. Compliance reporting and MIS
  2. Support for audits, inspections, and stakeholder reporting
📌 Detailed scope will be finalized based on the end customer’s requirements and shared post-award.

Domain Experts
At least 40 experts in construction, safety, OSHE, and allied trades
Certifications
ISO 27001:2022, ISO 9001:2015, CMMI Level-3
Blacklisting
Bidder must not be blacklisted by any Central/State Govt/PSU
Authorization
Valid authorization for the signatory
Tender Acceptance
Unconditional acceptance of tender terms
💰 Financial Eligibility Criteria
  1. Average Annual Turnover: Minimum ₹3 Crore during FY 2022-23, 2023-24, and 2024-25
  2. Net Worth: Positive net worth as on 31 March 2025
  3. Supporting documents: Audited financials / CA certificates
