Tender Overview
EdCIL (India) Limited has invited proposals for the empanelment of qualified partners to design, develop, and deliver Online Degree Programs, Executive Education, and Professional Training Programs in collaboration with recognized and premier institutes such as IITs, IIMs, and reputed universities. The empanelment aims to support digital learning initiatives aligned with the National Education Policy (NEP) and capacity building for PSUs, Government departments, and higher education institutions.
Scope of Work
The selected partners will be responsible for end-to-end delivery of online and blended learning programs, including:
- Design and delivery of online degree programs, diplomas, certifications, and short-term courses
- Executive education and customized training for PSUs, Government bodies, and institutions
- Collaboration with IITs, IIMs, and recognized universities
- Deployment and management of Learning Management Systems (LMS) with live classes, recorded content, assessments, certifications, and tracking
- Faculty Development Programs (FDPs), leadership training, bootcamps, and industry masterclasses
- Hosting and deployment of courses on the EdCIL domain, including infrastructure, security audit, and post-deployment support
- Learner support services, helpdesk, program management, and academic coordination
- Compliance with UGC/AICTE and regulatory norms
- SLA adherence with defined uptime, response time, and penalty mechanisms
Pre-Qualification / Eligibility Criteria
Bidders must meet the following minimum requirements:
Legal & Organizational
- Company registered in India under the Companies Act, 1956/2013
- Minimum 5 years of operation (3 years for MSME/NSIC registered bidders)
- Consortium bidding is not permitted
Financial Criteria
- Minimum average annual turnover of:
- ₹30 Crore (last 3 FYs: 2022-23, 2023-24, 2024-25)
- ₹24 Crore for MSME/NSIC registered bidders
- Submission of audited financial statements and auditor’s certificate
Other Conditions
- Bidder must not be blacklisted by any Central/State Government, PSU, or Government body
- Prior experience with Government/PSU/Autonomous institutions is required
- Must have existing association/empanelment with reputed institutes (IITs/IIMs/Universities)
Financial & Commercial Criteria
- Financial evaluation is based on EdCIL Administrative Charges (%)
- Highest administrative charge (H1) bidder will be empanelled
- Other technically qualified bidders may be empanelled by matching H1
- Negative administrative charges are not allowed and will lead to disqualification
Tender Fee & EMD
- Tender Fee: Not specified
- Earnest Money Deposit (EMD):
₹1,00,000 (Rupees One Lakh only)
- To be submitted via Demand Draft or Bank Guarantee
- MSME/NSIC bidders are exempted from EMD (subject to conditions)
Performance Security
Performance Bank Guarantee (PBG):
- 3% of the total work order value
- To be submitted within 14 days of issue of LoA
- Valid for 90 days beyond completion of contract/warranty period
Submission Guidelines
- Mode: Two-packet system (Technical + Financial)
- Online Submission: Through Tender Wizard Portal (www.tenderwizard.com/EDCIL)
- Offline Submission: Original EMD, Power of Attorney, and Non-Blacklisting Certificate
- Bids must be digitally signed using a Class-III Digital Signature Certificate
- Late or incomplete bids will be rejected
