The Directorate of Employment & Training (DET), Government of Gujarat, has invited an Expression of Interest (EoI) from eligible industry entities for participation as Anchor Industry Partners (AIPs) for the upgradation of Industrial Training Institutes (ITIs) under the Pradhan Mantri Skilling & Employability Transformation through Upgraded ITIs (PM-SETU) Scheme
Tender Overview

- Purpose: Selection of industry partners to support modernization and industry alignment of ITIs through a Hub-and-Spoke model
Scope of Work
Selected Anchor Industry Partners will collaborate with the Government for a minimum period of 5 years and will be responsible for strategic, technical, and financial support, including
- Governance participation through Special Purpose Vehicles (SPVs)
- Preparation of Strategic Investment Plan (SIP)
- Co-design and co-delivery of industry-aligned training programs
- Infrastructure and lab upgradation
- Faculty development and Training of Trainers (ToT)
- On-the-Job Training (OJT), apprenticeships, and placement facilitation
- Branding, outreach, and inclusion initiatives
- Long-term sustainability planning
Pre-Qualification & Eligibility Criteria
Eligible Entity Types
- Registered private/public limited companies (including PSUs)
- Industry associations (minimum 5 years old)
- Industry-led foundations (CSR/philanthropic arms)
- Industry-promoted or operated academic/training institutions
Consortiums (up to 5 members) are permitted, with one designated Lead Member.
Technical Eligibility
- Minimum employee strength:
- Industry Partners / Associations: 500 employees
- Foundations / Training Institutions: 250 employees
- Parent organization strength may be considered
Financial Eligibility
Minimum average annual turnover (last 3 financial years):
- Industry Partners / Associations: ₹1,000 Crore
- Industry-led Foundations: ₹500 Crore
- Training Institutions: ₹250 Crore
- Positive net worth for at least 2 preceding financial years
Statutory & Legal Compliance
- Valid PAN and GST registration
- Entity must not be blacklisted or debarred by any Government authority
Financial Contribution
- Minimum 17% of infrastructure cost to be contributed by Anchor Industry Partner
- Government support up to 83% of total project cost
- Higher industry contribution may attract additional evaluation weightage

- EMD / Bid Security: Not applicable at EoI stage

- Inputs/suggestions for selected ITI clusters

- EoI Publishing Date: 13 December 2025
- Pre-EoI Meeting: 23 December 2025, 13:30 hrs
- Last Date for EoI Submission: 29 December 2025
- EoI Opening / Evaluation: As per authority schedule
- RFP Issue Date: To be announced post-EoI evaluation
Geographical Coverage
- 12 Hub ITIs and 48 Spoke ITIs across Gujarat
- Cluster-based implementation covering regions such as Kutch, Surat, Vadodara, Rajkot, Jamnagar, Bharuch-Ankleshwar, Vapi, Halol-Panchmahals, Dholera, and others
Selection Process
- EoI is a market-engagement and shortlisting stage
- Final selection will be based on:
- Technical evaluation
- Strategic Investment Plan (SIP)
- Industry relevance and sustainability
- Final decision rests with the Director, Employment & Training, Gujarat
