📍 Objective
To empanel Infrastructure Partners for implementation of Skill Development & Employability Enhancement Programmes under PM Vikas Scheme in the Food Processing Sector.
Focus beneficiaries include minority youth, rural women, farmers, and unemployed across Punjab, Jharkhand, Haryana, and Bihar.
📌 Scope of Work
The empanelled partner must provide full training infrastructure and deliver:
Training Components:
  1. NSQF compliant modules sanctioned by MSDE, NSDC, FICSI
  2. Mandatory job roles:
    1. Assistant Baking Technician
    2. Millet Products Processor
    3. Multi-Skill Technician (Food Processing)
Responsibilities:
✔ Mobilization, enrollment & counselling
✔ Training delivery (theoretical + practical)
✔ Infrastructure setup as per food & safety norms
✔ Biometric & MIS-based monitoring
✔ Assessment coordination with SSCs
✔ 70% placement support & entrepreneurship linkage
✔ Reporting, inspections, and compliance

🏗 Minimum Infrastructure Requirements
  1. 5,000 sq ft minimum built-up area
  2. 3 Classrooms + 3 Labs (500 sq. ft each)
  3. Dedicated labs:
    1. Bakery lab
    2. Millet processing lab
    3. Food processing lab
  4. Biometric attendance, CCTV, IT-enabled teaching setup
  5. Safety, sanitation, women facilities, storage & power backup
👩‍🏫 Manpower Requirements
  1. Trainers must have:
    ✔ ToT certified under FICSI/NCVET
    ✔ 3+ years domain experience in food processing
  2. Placement coordinator
  3. Mobilization & MIS support staff
📝 Eligibility (Pre-Qualification Criteria)
Legal
  1. Registered entity: Company / Society / Trust / Proprietor
Financial
  1. Minimum cumulative turnover ₹1 Crore over last 3 years from training operations
  2. Audited balance sheets + CA certificate
Experience
  1. Demonstrated experience in food/agri skill development preferred
Documentation
  1. GST, PAN, legal registration, past training proof, trainer profiles, infra photos, layout plan, safety compliance
