Scheme of Free Coaching for SCs, OBCs, and Beneficiaries of PM CARES Children Scheme’ (2024-25)
1. Background
- The government has prioritized the empowerment of weaker sections by enhancing their skills for better economic opportunities.
- A free coaching scheme was initially introduced for Scheduled Castes (SCs) and later extended to Other Backward Classes (OBCs) and Minorities.
- The latest revision in 2024-25 includes beneficiaries of the PM CARES Children Scheme.
2. Objective
- To provide quality coaching to economically disadvantaged SCs, OBCs, and PM CARES beneficiaries to help them qualify for:
- Competitive government job exams (UPSC, SSC, RRBs, State PSCs, PSU exams).
- Premier entrance exams (IIT-JEE, NEET, CLAT, CAT).
- International exams (GRE, GMAT, IELTS, TOEFL).
- Defense-related exams (NDA, CDS, CPL courses).
3. Eligibility Criteria
- SC/OBC candidates: Family income ≤ ₹8 lakh per annum.
- PM CARES beneficiaries: No income/caste restrictions.
- Academic requirement: Minimum 50% marks in Class X (for XII-level exams) or Class XII (for UG-level exams).
- Coaching benefits can be availed only twice.
4. Implementation & Selection Process
- Dr. Ambedkar Foundation (DAF) will implement the scheme via empaneled Central Universities.
- Universities will conduct online applications, shortlist eligible candidates, and issue merit-based admissions (except for PM CARES beneficiaries, who will get direct admission).
- Coaching will be provided under Dr. Ambedkar Centre of Excellence (DACE).
5. Seats & Category-wise Allocation
- 3500 students will be selected annually.
- 70% SC & 30% OBC ratio (with at least 30% female candidates in each category).
- No limit for PM CARES beneficiaries.
6. Financial Support
- Course fees covered (₹20,000 to ₹75,000 depending on the course).
- Stipend: ₹4,000 per month (for up to 12 months).
- ₹15,000 incentive for those clearing UPSC/State PSC mains for interview preparation.
- Payments are made via Direct Benefit Transfer (DBT).
7. Monitoring & Performance Evaluation
- Universities must ensure Aadhar-based biometric attendance.
- At least 25% of beneficiaries will be physically verified annually.
- Universities must meet minimum success rates (e.g., 4% UPSC, 16% SSC/RRB, 14% NEET) to continue their empanelment.
8. Online Learning System
- An Online Learning Management System will be developed for better coordination, study material sharing, and monitoring.
9. False Information Penalty
- Any false claims will lead to legal action, recovery of funds, and a 15% penalty.
This scheme aims to bridge educational gaps and provide equal opportunities for underprivileged students through structured and quality coaching.
